Photoshop 6. I'm gonna start to use PSP7 when I get the new computer.

Hmm, to make the transparent gifs... uhhh, I'll try and give you the direction sometime tonite (I can't remember it, I need Photoshop 6 in front of me).

Make the icon in Photoshop and then make the transparency in Adobe Image Ready. It's under animation, and the rest you sorta have to figure out on your own. Sorry if I wasn't much of a help ^^;;;
